Dear Brother Gunter:--
I am pleased to acknowledge receipt of a letter from you, Brothers Lipsig, Jackson, Gates, Purser, calling my attention to resolutions unanimously passed by the State Baptist Convention. This resolution states my position exactly on this proposition.
When I came to the Senate, I took this matter up with Senator Sheppard of Texas, who is the dean of the prohibition forces in the United States Senate. He informed me that he had had this matter up with the National Prohibition Organizations or Anti-Saloon League, and that they were opposed to a law prohibiting the same of Federal licenses in dry territory, claiming that these licenses were matters of public record and in that way they were able to locate the chief violators of the Prohibition Law in the dry territory. The National Prohibition force may be right in their contention but I have never agreed with them.
I am going to take the liberty of placing your letter in the Congressional Record with some observations along this line.
