My dear Friends~
I want to thank you for your telegram of June 3. I have stood ready and have been insisting ever since this war started to enforce the provisions of Senate Bill 860. No doubt, this legislation would have passed long ago if it had not been for the opposition of the War and Navy Secretaries. It is a hard matter to pass legislation when the heads of the Department directly involved bitterly oppose it.
Assuring you it is always a pleasure to hear from my friends and constituents and doubly assuring you it is a greater pleasure to serve them, I am
